What is the difference between a moratorium and a siting ordinance?
A moratorium temporarily pauses applications or permits for a use (often 6 to 12 months) while the government writes rules. A siting ordinance or zoning amendment sets the lasting rules: where the use is allowed, setbacks, height, noise, decommissioning and similar standards. Many moratoria end when such rules are adopted.
