About the data
A free, open dataset of upcoming local hearings, readings and votes on moratoria, zoning amendments and siting ordinances for data centers, battery storage, solar, wind and crypto mining in Ohio, Michigan, New York, North Carolina, Georgia, Indiana and Virginia. Updated daily. Journalists, researchers and advocates are welcome to use it.

What a row is
One upcoming step (hearing notice, public hearing, first reading, planning-commission recommendation, scheduled vote, discussion or drafting) by one local government on one moratorium or siting rule, on one meeting date. Items are detected automatically in agendas, packets, minutes and legal hearing notices; duplicates across documents are merged; only items whose quoted passage we verified verbatim in the stored document and whose confidence is at or above the public threshold are published.
The summary column is our own wording. The CSV contains no text copied from the source documents; follow source_url to read the original agenda or notice.

event_date | Date of the hearing, reading or vote (ISO 8601) as stated in the document. |
stage | hearing_notice, public_hearing, vote_scheduled, first_reading, pc_recommendation, discussion, drafting. |

Limits you should know
- Coverage is partial. Many small governments post agendas late, only on paper or Facebook, or not at all. An absent jurisdiction does not mean nothing is scheduled. See methodology for live coverage by state.
- Coverage is not equal across states. Michigan has more rows partly because its statewide legal-notice website gives us more hearing notices there, and coverage differs a lot by state, especially in the states we added most recently (see coverage by state); compare states with care.
- Detection is automated and can be wrong. Always confirm with the source document or the local clerk before publishing a specific claim.
- Enacted moratoria for backtesting come from the Moratorium Nation inventory (M. J. Bommarito, CC BY 4.0); that inventory is not redistributed here.
