  High-Impact Facility Moratorium adopted under N.C.G.S. 160D-107(a) and 160D-107(d); ordinance text recites Cherokee County Comprehensive Plan adoption September 18, 2023 and finds at least 3 crypto mining sites in the county; covered uses include asphalt facilities; bulk inflammable, chemical, biological-waste or explosive storage; cryptocurrency mining server farms; unenclosed data storage facilities with powered cooling; facilities with generators ≥600 kW fossil-fuel power; solid-waste management/disposal facilities; commercial incinerators; bulk concrete production; nuclear/toxic-material storage or disposal; and privately operated prisons. Scope: unincorporated Cherokee County, excluding lands within the Qualla Boundary of the Eastern Band of Cherokee Indians. The county does not have land-use zoning, so the moratorium operated through permit gating only.
