What this is. A snapshot of what Siting Radar holds on Sep 29, 2026 about local moratoria and siting rules affecting battery storage (bess), solar, data centers near the site. Every factual line carries a citation to a stored public document (with page), a Moratorium Nation dataset row, a Census boundary or a monitored source; every quotation is checked, before delivery, to appear word for word in the text we stored for the cited page.
Governing jurisdictions are the governments whose Census TIGER/Line 2025 boundaries contain the site: the incorporated city or village if there is one, otherwise the township or town, plus the county. Boundary data are approximate at parcel scale; confirm the parcel's jurisdiction with the county auditor, assessor or GIS office.
Items are detected automatically in agendas, packets, minutes and legal notices by rules (and, where noted, a language model), then grouped per government, action and meeting date. Stage labels (discussion, hearing, adopted, ...) are the detector's reading of the text and can be wrong; the quotation and the cited page are the evidence. Items classified "other" (energy topics that are not a moratorium, zoning amendment, siting ordinance or project application) and items below the alert confidence threshold (0.5) are not shown. Items flagged wrong by our reviewers are removed. Matches below 0.7 confidence are labelled "lower-confidence match".
Dates are the meeting or document date an item refers to. For a codified ordinance, a packet or an ordinance book the date can be that of the document rather than of the vote; the cited page shows which.
Pending means a pre-vote stage whose meeting date is today or later. Governments often act at a meeting whose agenda is posted only days before; an empty pending list is not a guarantee.

Coverage. We monitor only governments whose agendas we found online; section 8 lists what we watch for the site's governments and how much of the radius is covered. Governments without an online agenda source can act without appearing here.
State siting. Depending on the state and the project, a state body (New York Office of Renewable Energy Siting and Electric Transmission (ORES) R2) or state law can permit, certify or limit some projects and can limit or override local rules for them; section 2 summarises who decides siting in New York as of Sep 29, 2026. Whether local rules apply to a particular project is a legal question for counsel.
The activity level is the fixed rule shown in section 1 applied to the counts in this report. It is not a probability, a forecast of any vote, or an opinion about whether a project can be permitted.
